The Coalition provides planning and technical assistance to safety net clinics in six counties in Oregon (Region 1). The purpose is to design a regional response plan that increases the clinics’ capacity to mobilize in order to provide a surge in services during a large-scale emergency.
Goals of the Surge Plan include:
- assuring continued services to safety net patients
- re-allocating resources to serve non-safety net patients sickened with flu
- controlling spread of the disease
- protecting health and safety of patients and health care providers.
Planning Activities include:
- working closely with hospitals, local health departments, government and private providers
- formulating strategies for resource sharing and communications during emergencies.
On-going emergency planning and technical assistance efforts are focused on supporting the safety net clinics in the region to design procedures that provide for the specialized needs of the vulnerable residents of our communities during all emergencies.

Funding for this project is provided by the Hospital Resources and Services Administration (HRSA) and is administered through the Oregon Association of Health and Human Services (OAHHS).
