Goals of the Surge Plan include:

  1. Assuring continued services to safety net patients
  2. Re-allocating resources to serve underinsured residents
  3. Controlling spread of the disease
  4. Protecting health and safety of patients and health care providers
  5. Reducing number of uninsured patients who seek initial medical care at hospital emergency rooms
